Dissertation Defense of Postgraduate Student of the Department of Marketing and Logistics Taras Petrenko on Project Management Offices at Enterprises
September 7, 2026, a public defense of the dissertation of Taras Oleksandrovych Petrenko, a postgraduate student of the Department of Marketing and Logistics of the SEI “Ukrainian State University of Chemical Technology” of USUST, entitled “Organizing the Activities of Project Management Offices at Enterprises”, submitted for the degree of Doctor of Philosophy in the field of knowledge 05 “Social and Behavioral Sciences”, specialty 051 “Economics”, took place at the Ukrainian State University of Science and Technologies.
The scientific supervisor was Nataliia Mykolaivna Chupryna, Doctor of Economic Sciences, Professor, Dean of the Faculty of Economics, Humanities and Law of the SEI “Ukrainian State University of Chemical Technology” of USUST.

The dissertation research is devoted to the relevant problem of organizing project activities of enterprises under conditions of dynamic changes, increasing competitive pressure, and the need for effective management of strategic changes. In this context, the project management office is of particular importance as an organizational mechanism that ensures the systematic nature, consistency, controllability, and economic efficiency of an enterprise’s project activities.
Within the research, an algorithm for establishing a project management office at enterprises with efficiency control indicators at each stage of its implementation was developed for the first time. The proposed approach covers analysis of the current situation and determination of needs, planning of functions, structure, and resources, development of project management standards and processes, implementation and training, as well as monitoring and improvement.
The research of Taras Petrenko has a consistent scientific development. Back in 2024, he published the paper “Evolution of the Project Management Office at an Enterprise”, in which he examined the stages of formation, establishment, and maturity of a PMO, as well as the article “Features of Establishing a Project Management Office in Different Industries”, devoted to the industry-specific aspects of organizing such structures. In 2025, Taras Petrenko and Nataliia Chupryna published the study “Improving the Efficiency of Project Management Office Operations”.
Following the discussion and an open vote, all members of the council unanimously supported awarding Taras Petrenko the degree of Doctor of Philosophy.
